DROPPING a chip wrapper on the floor has cost a Horncastle man over £550.

Dale Lidster of Tennyson Gardens appeared at Skegness Magistrates Court, where he pleaded guilty to throwing down a chip wrapper in the Market Place on September 9, last year.

The littering was caught on CCTV.

He was fined £300 and ordered to pay £250 and a further £15 victim surcharge.

East Lindsey District Council brought the prosecution as it continues it efforts to reduce littering and fly tipping in the district.

Portfolio holder for the environment, Councillor Tony Bridges, said: "Littering is a blight on our community and will not be tolerated. We spend of a million pounds each year clearing up after irresponsible people and we hope this case sends a strong message to those who do think littering is acceptable."

by VictorToo Whats throwing his chip wrapper on the floor in Horncastle got to do with driving in the precinct of the City Centre. What usually happens in a case like this is your given a fixed penalty for £60 first, if it's not paid you will go to court. If thats the case £565 does fit the crime.. It's about time we had wardens for this type of thing, there's areas where littering is a major problem, especially with cigarette ends.

"yet people are still cycling and even driving through the pedestrian precinct in Lincoln with apparent impunity" I think it says no vehicles "except for access" so if your driving to Barclays Bank to pay a cheque in then thats your impunity, but if your just driving around for no reason then your in for it.

This seems so indifferent to what a criminal gets, he gets branded a hero, he gets off with a suspended sentence, any yet he has caused more misery, upset, pain than this guy did by his throwing his chip wrapper on the floor, (wrong still I agree) but the law is a Donkey's Rear End, Somehow someone managed to get the crime to not fit the fine, What will they do to a murderer now, and a fly tipper, easy, Fly tipper.. They will reopen the debate about hanging, and then hang him, and the murderer will go on a cruise. What a JOKE THE LAW IS

So they can prosecute a guy for littering, yet people are still cycling and even driving through the pedestrian precinct in Lincoln with apparent impunity, hardly seems fair to me.

Is there more to this than is being reported?

hope he appeals and wins 500 quid for dropping a chip paper. and i saw this article in the national news. he said he picked it up after mucking around with his mates. i think it's more about making up a short fall in funding after the local government cuts. than " blight on our community"
